BiscayTIK Services

Another of the BiscayTIK project initiatives is citizen services, created with the aim of improving the relationship between local authorities and citizens through the use of new information technology. The project is free of charge and open to all local authorities in Biscay, including supra-municipal bodies. They can sign up either in full or on a partial basis, to be scaled up over time, depending on the individual needs of each authority.

BiscayTIK Services

There are three separate sections:

  1. Free e-mail service for citizens of Biscay.
  2. Citizens' Paperwork Web Portal.
  3. Integrated Municipal Management System.

All systems are available in the Basque and Spanish languages.

In embarking on this project we realised that the local authorities of Biscay each had very different characteristics, as a result of factors such as population, location, revenue, etc. This variation in the profiles of the local councils within Biscay means that their needs cover a broad spectrum. A group of pilot authorities and supra-municipal bodies has therefore been formed, with a view to reflecting the diverse situation in place on the ground.

This group comprises:

  • Abanto and Zierbana (pop. 9,608; 2008 Census figures).
  • Balmaseda (pop. 7,174; 2008 Census figures).
  • Basauri (pop. 42,966; 2008 Census figures).
  • Galdakao (pop. 29,234; 2008 Census figures).
  • Mundaka (pop. 1,863; 2008 Census figures).
  • Arratia Supra-Municipal Authority (Arantzazu, Areatza, Artea, Bedia, Dima, Igorre, Lemoa, Ubide, Zeanuri) (pop. 13,143; 2008 Census figures).
