The Municipal IT Applications include all modules required to administer a local authority, such as the Registry Office, Population Register, Taxes and Revenue, Accounts and Budgets.
All modules are fully integrated, avoiding any inconsistent or redundant information. The case file module serves as the backbone for the remaining modules, allowing for procedures affecting several modules. This module will allow for usage of the electronic case files referred to earlier, as it will control the entire workflow throughout the administrative process, managing interactions with the corresponding modules.
The BiscayTIK project model is based on open access, meaning that local authorities can choose to sign up only to those modules of interest to them, although they may then subsequently opt for additional sections, except for the Case File, Population Register and Registry Office modules, which form the essential core of the system's operations.

The non-restrictive approach for signing up to the BiscayTIK project allows local authorities to adopt only those aspects they consider to be of interest and provides the option of scaling up to include additional services at a later date.
